1) Basic guidelines for protecting students and ensuring their safety
1) 学生・生徒の安全確保についての基本指針
We at RUJYEM have to protect youths we are hosting in the first place by all means. To meet the aim, we hereby introduce the new guidelines into the District organizations and individuals related to Rotary Youth Exchange as follows.
RIJYEMは 我々の子供達をまず守らなければなりません。その為に、全国の関係者、地区に、下記の指針を提示いたします。

We reaffirm that protecting youths through our Youth Exchange is the top priority. A district governor is responsible for conducting the Rotary Youth Exchange Program, who is specially requested to consider the following:
「我々は、青少年交換の若者を護ることが最優先事項であることを再確認する。青少年交換プログラムの責任者は地区ガバナーであり、具体的には下記の点を充分にご配慮していただくように地区ガバナーに要請します。

① Please make the best efforts to prevent youth exchange students from being infected with the new corona virus disease using the most effective measurespossible. Always stay alert to information from the US Centers for Disease Control and Prevention (CDC), while complying with national policies and legal actions.
①青少年交換学生の新型コロナウイルス感染防止に、最大の方策、努力をお願いします。国の方針を遵守することはもちろん、アメリカCDC（アメリカ疾病予防管理センター）の情報にも常に注意を払ってください。
② Please pay the greatest attention to meetings, conferences and excursions with related to our Youth Exchange program and make appropriate decisions including cancellation of events among others.
②青少年交換事業に関連する集会、大会、旅行には最大の注意を持って中止を含む対応を取ってください。
● Notices to inbound student in Japan
●受入学生（IBS）
1. In principle, follow instructions from the Rotary Club or Districts in your home country.
1．受入学生の母国の指示に従うことを原則とします。
2. However, in response to requests from the District of your Sponsor Rotary Club or your guardian(s), the Host District Governor will decide on the matter after due consultation and/or discussion with local District officials individually.
2. ただし、送出し地区あるいは保護者からの依頼に対しては、個別に地区レベルで協議の上、ホスト地区ガバナーが対処を決定します。
3. Inbound students as well as the Rotarians and volunteers concerned should always contact the embassy/ consulate of inbound students’ home countries in order to obtain relevant information from their home countries.
3. 受入学生および関係者は、受入学生の日本における母国大使館・領事館と常にコンタクトし、それぞれの母国からの関連情報を入手してください。
● Notices to outbound student abroad from Japan
●派遣生徒（OBS）
1. In principle, follow instructions of Japan’s government.
1. 日本国政府の指示に従うことを原則とします。
2. However, if a parent or guardian of an outbound student, or the Sponsor Club of such a student requests that he/ she return to Japan (before completing the program), the District to which the Club belongs will consult with the Host District and the Host District governor will decide what to do.
2. ただし、派遣生徒の保護者あるいは送出しクラブから派遣生徒の帰国を求められた場合、地区は海外受入地区と相談の上、当該ガバナーが対処を決定します。
3. An outbound student from Japan are to be advised and instructed to register his/ her names, correspondent address and numbers, and the current place to the Japanese embassy or consulate in his/ her host country. Immediate guidance and/or instructions will be necessary if such students have failed to do as required so that they will receive safety information and instructions from the Japanese embassy/ consulate.
3. 派遣生徒には、海外派遣先国にある日本大使館、領事館に現在の滞在場所、連絡場所、氏名などを登録しているか確認し、もし、登録していないときは至急登録し、いつでも、日本国大使館・領事館より安全情報・指示を受けられるように指導してください。

Those in Short-Term Exchange from Japans: Registration to “Tabi Regi” presented by Japan’s Ministry of Foreign Affairs HP

● “Imadoko – Current Whereabouts” Info: confirmation of registration with Youth Exchange Support System [YESS] & Confirmation of Emergency contact network.
●いまどこ情報（YESSの登録確認）、緊急連絡網の確認
● Youth Exchange Chairs in respective Districts are to confirm that the data for inbound and outbound students (IBS / OBS) has been completed in “YESS” without omission, then to inform Rotarians and volunteers concerned of the communication network for emergency again. (YESS: Youth Exchange Support System).
● ３４各地区では、「YESS」に受入学生・派遣生徒（IBS・OBS）の登録漏れがないかを地区青少年交換委員長は確認をし、緊急事態に対しての連絡網を再度関係者に周知してください。（YESS：青少年交換支援システム）

Each District Officer are required to give the best possible consideration regarding the safety and health of the youths in meetings, conferences and other events involving unspecified or large number of young people.
不特定または多数の青少年の参加する会議・行事について、青少年の安全・健康の確保のため地区のご配慮をお願いします。
Remarks：備考
If there is a discrepancy between the Japanese sentence and the English translation, the Japanese sentence will be the original.
